Try putting paper on an easel or wall, using chalk on a vertical board, painting on a window with washable markers, drawing on an upright whiteboard, or taping paper under a table for an overhead writing activity. Keep it playful and focus on big movements, lines, shapes and letters rather than expecting perfect handwriting.
